Presets work better on photos shot in RAW format, as this format contains more information, so presets will fit better on such photos. Presets also work with JPEG format, but for best results I recommend shooting in RAW.
You should also be aware that a preset will not work for every photo, and it is not enough to simply apply it.
Applying a preset to a photo is a good start, but to get the best results you need to fine-tune the basic parameters of the photo: white balance, exposure and contrast.
